As much as I abhor pavement cycling, I think we should look at the

Blame society for adopting 'The roads are for cars' attitude.

The roads are not only for cars and no-one has ever suggested that they are.

Nonsense. It has been suggested countless times that bicycles do not belong on the road.

But whatever the vehicle in use, there are rules requiring the operator
to keep left and let faster traffic pass.

Because the present penalties are not enacted, which has lead to an
explosion in the numbers of transgressions of the existing laws.

If there is a law, then it should be followed and acted upon when it is
broken. Though quite why you try the old, they do something so cyclists
breaking the law must be OK routine, is very odd. This is a cycling
group, remember?

Not necessarily, people that know they have a problem may well take
extra care to use the roads carefully. As with the old story of the
Policeman that pulled up a car to congratulate the driver for being so
careful and law abiding, the reply was: I always drive very carefully
when I have had a lot to drink.
