keep the maximum speed to 4 mph for when they are in use on pavements,
their high speed is limited to 8mph.


8 is hardly fast for a pavement. Can you imagine a ****ed in the head
pig actually doing someone for speeding at 8mph? While a runner
overtakes and doesn't get stopped?

Who? All I've said is I can't see a problem with mobility scooters going 8mph on a pavement, or a segway going 12.5mph on a pavement.
