Default elminate risk!

write your congress-critter today! eliminate all bicycle-related safety
risk! we have the technology so let's use it!

write and demand the following:

1. establishment of a new f.b.a. - federal bicycle authority.
2. mandate roadworthiness inspections every 150 hours of operation or 6
months, whichever comes first. all bicycles have to be certified
roadworthy by an accredited inspector. testing to include ultrasound,
x-ray and dye penetrant testing of all structural components and frame
welds.
3. all bicycle maintenance technicians must be federally licensed, and
have annual license renewal testing requiring at least 50 hours per year
of additional training, refresher courses and technical updates.
4. all bicycles to have work and operation logs detailing hours of
operation, use, maintenance, etc.
5. all bicycles must have a sticker with inspector's signature clearly
on display at all times.
6. violators riding bicycles without valid inspection certification or
current logs punishable by fines of up to $100,000 per occurrence.
7. violators found to be performing maintenance operations without valid
current license punishable by fines of up to $1,000,000 and five years
in jail.
8. no disk brakes allowed. [front mounted rim caliper brakes are ok.]

we can do this people! all the above are possible - there is no excuse
for not implementing. think of the children!

[oh, it'll cost $10,000 to $20,000 per year per bike. but that's ok -
this is about safety.]

As I said in another thread, this kind of safety regimen would entail
significant costs that would probably price bicycling out of the reach of
many of us. Thus, requiring those things would result in the loss of many
benefits -- the enjoyment of cycling and the health and environmental
benefits. The benefit to safety is outweighed by other considerations.

The difference in the case at hand is that it could have been done right
at little or no cost. That's a design defect, not a rational trade-off.
It's a boneheaded mistake.

You have no conception of how a cost-benefit analysis is done.

that's exactly my point gary.

it's a mistake if there's failure. and that failure is repeated. and
is distinguishable from user error. but if i don't tighten the lug nuts
on my car, then the wheel falls off, that's user error, not design flaw.

i do - i don't think you understand use of irony.
