If there is a queue of 100 cars and the first 3 go through a red light, what percentage of motorists jumped the red light? (given the 5th car could not jump the light because it was blocked by the 4th car).

That's the point. It could be 3% or 75%.
Riders of Superior Urban Vehicles can jump red lights at will.
Drivers of Subsidised Urban Vehicles are limited by the presence of other freeloaders.
