Lance: At some point you would hope that the independent
programmes are not necessary. At the end of the day, the
governing bodies and anti-doping agencies are not fans and
supporters of independent programmes. The need for the
independent programme says the others are not doing their
jobs.

Percentage of cyclists the NGB and WADA labs have caught and kicked out
of the sport: 99%

Percentage of cyclists the "independent" team system have caught: 1%
(Gontchar and maybe 2 other guys).

It's 50/50


I only get those same numbers if I let the SEC do the math.
