Hmmm. The cyclist mistimed it when the first car took longer to go past
than expected, had to drop his speed and as a result had to make a
balance correction.

The camera car driver just over reacted to a cyclist going through the
red light and clearly got more worked up by the illegal move than the
physical situation. He/she makes a meal of it by unnecessarily adding
the horn to their workload so continues to slow and come to a stop long
after the cyclist has gone past.

There was no mistiming.

The cyclist should have remained behind the stop line till his lights
changed to green and his way was clear.

I agree any horn use (I had the sound off) was likely too late and came
from fear/annoyance rather than a correct use of the horn.
