White van driver passes too close to cyclist and then is punished seconds later.

Hope he is not one of the two million who have no insurance, or it could be costly.

When was double-parking made legal?

Has reverse parking been deleted from the driving test?

Exactly what are you on about? Have you actually looked at the clip? A space
was clearly available for the driver to reverse into.

You seem pretty confused.

I am criticising the driver of the double-parked vehicle who had
effectively abandoned it in the middle of the road. I don't know why she
(it seems to be a she) had done that, but she had done it.

There's a reason why that is an offence - and it's all to do with road
safety.

There are three significant players in the the clip: the bicycle, the van
and the car that was hit. The car that was hit was not double parked.

Have you seen a fourth vehicle that is not material to the events?

Then you must have watched a different clip to the one linked in this
thread.

There's a reason why that is an offence - and it's all to do with road
safety.

Unlikely. Probably just obstruction. But do not blame others for failings of
the van driver.
