Pavement cyclist?

What about pavement pedestrians?

They are at risk from both cars and cycles.

Shouldn't cyclists be on the road?

Of course they should but some cyclists don't feel safe on our roads
with so many dangerous drivers about.

So don't use the roads if you are scared.

The point being ignored by
motorists here is that pavements are not safe for cyclists because of
pavement motorists who loose control of their cars and crash through
walls, even putting people at risk inside their homes.

So you dismiss pedestrians, who according to your logic, have to watch
out for 'pavement motorists' & also have to watch out for pavement
cyclists who you seem to think should be there.

If these dangers to cyclists from pavement motorists were highlighted
by the authorities, instead of being ignored or covered up, there
would be far fewer cyclists inclined to use pavements.

A driving licence is sometimes a licence to kill.

So your idea as a cyclist is, bugger the pedestrians I'm scared to use
the roads.

That sounds like cyclists need better training...

....or the application of appropriate penalties, such that they are less
inclined to retail their own misperceived "risk" on to pedestrians.

On the spot seizure of the bike, which would be taken away for crushing,
might do the trick (and for more than one reason).

Perhaps a theory test and a cycling test, with privileges being
withdrawn for putting their safety above that of others that are more
vulnerable than themselves.

That as well, but the punishment has to work quickly and with a minimum of
bureaucratic fuss for the police. A skip full of bikes on its way to the
crusher (and Youtube videos of the process) might just do it.
