The police installed it specifically to monitor dangerous overtaking attempts by drivers with a view to prosecution. I suspect what actually happened is the driver was trying to overtake in the taper leading to the narrow lane and ran out of width with the cyclist alongside him but we shall have to wait and see. Which part of "As they moved on to the bridge the cyclist deliberately rammed his bike into the vehicle, using the handlebars to scrape the car" was too complicated for you? Perhaps the CCTV could have revealed details of "A road rage cyclist punched a hole in a car window and fled the scene bleeding in February"?
