That's just tokenism. But funny you should say that.

I was reading in the Daily Wail today that the EU are thinking of
forcing car driver to have equipment in their cars that will force them
to adhere to speed limits. You hit a 30 and your car brakes, etc.

Unfortunately, we all know the Daily Wail (Hurrah for the Blackshirts
and all that), but we can live in hope. The funny thing is that this
will also (presumably) apply to 20 zones, a speed that even old gits
like me can far exceed.

So, with any luck we will soon be in a world where motorists are being
forced to stick to 20 while cyclists speed past them.

We can only hope.

Why would anyone need to ride a bicycle in a car-park?

There is a good case for banning all traffic - even pedestrian traffic -
in all car-parks unless there in direct connection with parking a
particular vehicle or with the management and administration of the
facility.

It would make the control of property crime simpler than it is, because
an unauthorised person would be automatically guilty of an offence
unless an occupant of a vehicle in the car-park.

Therefore you are unable to control your vehicle and should push it instead.
Or stop riding through car parks.
