A driving licence is a licence to kill.

Have you any source for the information you have that is not on the
link posted.

The source says "then a car smashed through a garden fence and
ploughed into him." which tends to indicate that he was in the garden.

This report puts events in a different order:

"They say that the former Willenhall Community Primary School pupil
was riding his bike when the collision happened and the car dragged
him through a fence as it ploughed into a front garden."

So as a cyclist, there is nothing in this report, about not being safe
in your front garden then.

Well, he wasn't safe in someone else's front garden. A front garden
was involved. Where motorists are concerned, it may be safer up a
large tree. Although there would still be the problem of all-
destroying HGVs. Possibly a cellar, but again ... ?
Under the stairs or close to a stout chimney-breast may have some
protective value.
However, none of these will help if you are not wearing reflective
clothing, lights, a helmet, some form of identifying plates, and of
course insurance.

You're right yet again, Doug. *There ought to be a law against it.

"The 41-year-old driver was arrested on suspicion of causing death by
dangerous driving"

Oh! *There is!

Unfortunately though the law, such as it is, doesn't stop motorists
from killing people or posing a serious threat to vulnerable cyclists
and pedestrians, who incidentally can't kill motorists, a point
ignored by law.

Doug gurgled happily, sounding much like they were
saying:

Nor does the law on murder stop people from killing people.
Nor does the law on illegal demonstrations stop people from holding them.

In fact, I can't think of a single law that's ever stopped everybody from
doing whatever's been prohibited. Can you?

and what would be your proposal to cure the problem?

Of course, no law has ever stopped people doing anything. They're not
designed to do that, you see, but only to punish them if they do.

But the fact is that pedestrians and cyclists can and do kill motorists.
They cause several accidents every year in which motorists die.
