Ah right yes that's the one and surely the same defence applies as the
drivers were using cameras not phones.


I suppose it could be argued that using a camera while driving means that you don't have full control of the vehicle since you have to use one or both hands to operate it.

Now that mobile phones have evolved past simple "two way radios" into mini laptops, the risk associated with phones has morphed also since many drivers now stare at tiny screens on the move instead of just talking into the handset.



Almost as bad as cyclists riding with no hands on the handebars so that they
can text (with earphones in their ears so that they can hear **** all of what
is going on around them)
