What legitimate business do either cyclists or non-car-occupant
pedestrians have in those?

Drivers can now be banned fron shops for not wearing a mask.
They have no right to have access to the shop private property if they do not follow the rules.

It's ridiculous to suggest that a customer cannot use the car-park to
park a car. Whether the customer complies with the rules for personal
admission to the main premises is prhaps not as important as ome like to
"think".

They might only be there to fill the car with fuel. Or perhaps they're
waiting for a household member to emerge with the trolley-load of groceries.

Indeed - at Waitrose, I used to cycle through McDonalds and Waitrose's car parks to access the cycle stands outside their main doorway.
