underseat rack and pannier mods

I had a thought last night while laying in bed. My idea is too buy some
panniers and move the mounting system to the side so the bags hang with the
top either in the front or the rear. This would allow for overstuffing and
the full volume of the bags could be used. If the hooks are separate and not
a single unit I will mount them as far a part as the rack will allow.

Specially designed bent bags are too expensive for me.
