With the forecast for rain on Wednesday now what do you suppose is going to happen with the fires?

Looks like the total for the storm will be about 2-3 inches of rain in
the Portland area:

https://forecast.weather.gov/MapClick.php?w3u=1&w5=pop&w7=rain&w13u=0&w16u=1&Ah eadHour=48&FcstType=graphical&textField1=45.5118&t extField2=-122.6756&site=all&unit=0&dd=&bw=&AheadDay.x=30&Ahe adDay.y=10

I don't know if 2-3 inches will put out a fire that's gone
underground, but it should slow down the spread of the fire. However,
the rain will only be in parts of Oregon, Washington, and Idaho,
leaving other parts of the area to continue burning.

Weds, Thurs, and Friday forecasts:

For Ben Lomond, no rain in September:

but rain a week before Holloween:
https://www.accuweather.com/en/us/ben-lomond/95005/october-weather/2154513
In Santa Cruz, it always rains around Holloween.

If you want rain any earlier, I suggest organizing a rain dance or
build a rainmaking machine:

Like you said, the recent rain slowed some of the Oregon fires but did not stop them. Rain later this week will help, too. There is still some haziness, but the air is much better in PDX.
