If they're galvanised spokes they're probably best just wiped with a
rag soaked in WD40. Anodised alloy rims just scrub them with a stiff
brush and some detergent. Polished alloy rims usually come up nicely
with some Solvol Autosol (or similar metal polish) and a lot of work.
A soft cloth and detergent for the frame - wipe it over and let it soak
to soften the gunk before wiping it off, as rubbing hard can let gritty
deposits scratch the paint. If there are bits on the frame where oil
has gummed up into a solid layer WD40/paraffin/DERV will help shift it.

I'm a big fan of Gunk for general get the crud off. WD40 will get
stickier bits of tar off and a brass brush for corroded bits.

I've never cleaned spokes, but I'd probably go for steel wool. Someone
who knows will be along shortly.

That will just strip the zinc coating and they'll rust.
