Default *grumble* I can't find anyone who makes a bike like this...

Can anyone give me a hand? I'm having a tough time trying to find a
ready made off the shelf bicycle that has all these features. Some
manufacturers come close but are not quite there yet.

Take a look at the Raleigh C40 or Trek 7300 but...

1) Ditch the suspension seatpost and front shock
2) Replace typical crappy stock saddle with a Brooks springer
3) Exchange the Aluminum frame/fork for a Steel frame/fork
4) Make it super easy to add fenders and rear rack
5) 700c wheels, but super durable, preferably 36 spoke
6) No lights / electrical stuff on it
7) Nice soft pedals for a variety of foot wear
8) Solid Shimano Tiagra drive train

Anything close?

I suggest a Rambouillet steel frame and fork, ask them to swap on
the other stuff you want:

Maggie, go to these websites and ask them to send you a catalog.

www.pricepoint.com

and so on. these are just a few. Get the catalog and study what they offer.
Just reading the catalogs and finding out what is "out there" is an
education in itself.

I would think that a Bianchi or Fuji touring bike with your after-market
pedals and saddle would fit the spec easily and pretty cheaply.

You want a steel touring bike. Easy to find if you look, although I
doubt that anybody offers a Brooks saddle and Tiagra components together
stock. A Rivendell as already suggested is exactly what you are looking
for. You could also get a bike built to your preferences by Gary at
www.gvsbikes.com, but I think 105 is as low as he goes. You may want to
consider a MTB LX or XT drivetrain. IMO, if you really know what you
want, do a custom build.

The shop should be happy to do the seatpost for you. The suspension fork
will be harder to negotiate around, but rigid forks are pretty cheap.

Again, the shop can work this out, though there will be a price to replace
something crappy with something better.

Well, this they won't swap out. What's wrong with aluminum? A well-built
frame will be fine, no matter what material is used. And these days
aluminum gives the best price/performance ratio in this price range.

Any touring bike will have this, as will most hybrids.

5) 700c wheels, but super durable,
preferably 36 spoke


You'd have to pay for this, since most bikes come with 32-spoke wheels
that are machine-built, and hence not super-durable

They'd swap that out, too.

Talk to the shop owner.
