Think they could be going after the "Critical Mass[?]"

If you want respect for the law, simply enforce existing
traffic laws. Doing so would be much easier if the bicycles were registered. =v= There is no evidence to support this supposition. It's just as likely (perhaps more likely, given NYPD behavior of late) that the registration would be used as a pretense. Time wasted on such nonsense would be better used to enforce laws against real live actual crimes. =v= Also, bear in mind that motorists have licenses and still act as if they're anonymous.
