I cannot see why it makes a difference, the drivers would have to cross to the other lane to safely pass the cyclists anyway.
More importantly how is this relevant?

Is that a "yes", a "no" or just you declining to answer the question?

[NB: In every state in the USA, a double yellow median line has the same
sort of legal effect as a double white centre line here. Your assertion
