The miscreant stands over the rear wheel of the bike, punctures the
tyre and then masturbates as it deflates. (cyclist's idea of a blow job?)

Fairly normal behaviour for a psycholist.

So that makes him a cyclist? If I pick up a letter, does it mean I'm a postman?

No, it makes you a picker up of letters, not a postman. Exactly in the same
way he is a psycholist, not a cycle courier or any other person who has
contact with cycles by way of work.

Of course it does. It is the only necessary condition for the definition
and is sufficient of itself.

So if some perv sits on someone else's bike, tosses himself off and then walks away, that makes him a cyclist?

Sounds like typical cyclist behavior to me.
