It's not easy to commit an offence on a small light slow vehicle.


It's also not easy to make a small light slow vehicle dangerous, noisy
or poisonous enough to fail an MOT test. Or carbon emitting enough to
levy a VED. Not that this stops the hard of thinking from wittering on
(and on and on) about same. Vacuousness in, garbage out.
