Well, so "witnesses say".

That is somewhat weakened as the article continues:

"may"...

It hardly sounds authoritative.

But TaL will have good details of which bus was where and at what time.

What a **** story. No information at all. Why report it? I guess the cyclist undertook the bus while it was turning left, the driver probably didn't even know he ran anything over.
