Well, of course, the web knows the answer. Looking there we find:

HESonline is hosted by Northgate Information Solutions. Northgate's

HQ was based in Hemel Hempstead and their services have been
seriously affected by the recent incident at the adjacent fuel
storage depot. This website is currently being re-built and we hope
to complete the task shortly.

Does anybody else find this funny?

Jeremy Clarksson did when he claimed that Hemel Hempstead out-guzzled the
Bugatti Veyron in the mpg stakes in top gear last night.

Yes. Quote of the year at work was "You're daft having that server
upstairs here, it's a critical application, it ought to be at Northgate
Hemel" said on 13th December by a con-sultant.

We tend to associate Northgate with backup tapes that haven't actually
got a backup on them, that sort of thing.

Basically the moral is to have a disaster recovery practice every few
years to assure yourself that your outsourcing provider really can
recover after a disaster.

Oh, and if you're evacuating your town, take the buses with you.

got a backup on them, that sort of thing.

Staff at Sheffield Hallam Uni, didn't think it was very funny when they
discovered that their payroll, which had recently been outsourced to
Northgate, wasn't going to run this month. It seems that that the backup
tapes were in a van parked next to the office which got blown to bits as
well.

In a pervious existence I was responsible for the contingency planning
for (whispers) the London branch of a Leftpondian merchant bank. We
used to do a test annually, which involved shipping shedloads of tapes
to New Jersey, sitting around for an entire weekend while the
Leftpondian BOFHs attempted to restore things, drinking enough coffee to
float a battleship and smoking nine million cigarettes. Except in April
1992, when it was postponed approximately half an hour before the start
of the restore phase, due to the Baltic Exchange bomb.

I /think/ this may be ironic.
