"In Australia, pedal cycle casualty numbers have not undergone the
same degree of downward trend as many other classes of road users over
the last 10 to 15 years. This lack of significant reduction is similar
to that seen in the case of child occupants. However, if you compare
the number of child pedal cyclists killed or injured each year to the
total pedal cycle problem, it becomes obvious that child pedal
cyclists contribute a greater portion of the deaths and serious injury
to all cyclists than child occupants do to the overall car occupant
casualty problem."

In other words, helmets have done nothing. What's the proposed
solution? Why, better helmets of course!

God forbid that they should actually tackle the source of danger.

Calling the issue a 'pedal cycle problem' is blame-shifting of the first
