As any cyclist here will confirm, road-closures don't apply to them
(when on their bikes).

Depends on what the road is closed for. In most cases that I've seen
a cyclist does not impede any road works etc and can easily dismount
and walk around the works. A car/lorry or bus can't do that. It's all
down to common sense really.

Maybe Nugent never realised that a bicycle can be taken through a
gap a person can get through. I have been let through closures by
the police.

A curious story. If the police were there and really didn't want
anybody or anything through (for reason other than gap) it seems a
bit odd they didn't turn the person away, rather than complaining
about it later.

"I have no idea what I'm talking about"

That probably IS a better translation of what you wrote.

You still haven't found these "rules".

Unfortunately common sense is a rare breed and seems to be repelled by
Lycra. Recently near here a road was being excavated to get at a
leaking water pipe. One carriageway and a narrow footpath were usable
and traffic and pedestrians were controlled by manually operated
lollypop stop/go boards. At times traffic in both directions and
pedestrians were halted as a JCB shifted earth into a lorry for
removal. Several times I observed cyclists of the angry MAMIL variety
riding past the stop/go boards on stop and along the road or pathway.
It was of course perfectly safe for them to do so - but the JCB
operator had to stop lifting soil whenever they did it which delayed
everyone else in the queue (including several bicycle riders on old
bikes and wearing who almost universally obeyed the signs without any
fuss.)

That is indeed pig ignorant.
