I'm sorry : what makes you think the lorry jumped a red light?

"......at the beginning of the footage the light is green for road traffic.

The person who took the footage believes the lorry driver is at fault - but the
video is not conclusive and the party responsible is not clear. "

From the Highway Code:

"At all crossings. When using any type of crossing you should

always check that the traffic has stopped before you start to cross or push
a pram onto a crossing"

Did the cyclists do that do you know?

The white van drives through the lights.

Four seconds later (watch the video player timeline), the lorry arrives
at the lights.

Traffic lights do not change from green for traffic in one direction to
green for another direction as fast as that. They would have to go
through the amber phase for traffic, then a (brief) all-red phase, then
a green and amber (or equivalent) for the other direction.

And even if the lights had changed to green for pedestrians to cross the
road (which they obviously hadn't)...

"Crossings (18 to 30)
18
At all crossings. When using any type of crossing you should...

....always check that the traffic has stopped before you start to cross..."

Did the cyclists do that?
