It doesn't say you are obliged to give way to poorly supervised children.
The child had poor control of her bike and after striking the couple could
have gone on to strike the dog who may have then responded. Social services
should investigate why the child wasn't properly supervised.

This is the sort of trouble poor parents create. You can also see it when
their children grow up to become unruly teenagers...

....on bikes, and so "entitled".

Some of them go on to make usenet posts in support of law-breaking.

They were both saying "please excuse me" very politely indeed.

It's a courtesy if the couple choose to stop walking to let through a
child who should have had stabiliser wheels and who was so unstable on her
bike that she promptly fell over when she slowed down ... but they do not
have an obligation.

And of course, that fully entitles the speaker to breach the rules on
social distancing and to to risk causing injury by collision with
pedestrians, doesn't it?

That criminal idiot on the brake-less bike at Shoreditch should have
used that as a defence: "I DID shout "Excuse me", ever so politely, your
honour". It would have been as true as some of his other testimony.

Come of it, all of you who are attacking the victims. How much more
innocent could that couple walking their dog on a lead actually *be*?

The incident is something that happened *to* them. Not something they
caused (except by the highly-provocative act of being on a footpath when
a cyclist didn't want to stop).

Not only that but the poor dog could be traumatised. The RSPCA should
investigate why the child was so out of control that she startled the helpess
animal. It's obvious the poor thing wouldn't understand the father saying
"excuse me".

The mother admitted, "She is new to going on bike rides" but still didn't
supervise her closely.

Nobody is saying that they did, but they did not act as poor parents as you suggested.

The police are currently investigating the foul language and the criminal damage to the child's vehicle, not the RSPCA.

The little girl is not an experienced cyclist and should have be riding
her bike in her back garden, not a public place.

She loses control of her bike and it falls over with her on it because she
was going too fast to avoid a pedestrian.

The dozy father captured on video the consequences of inadequate parental
supervision and then his equally dozy wife posts it to Facebook. Oh my!

There can't be any criminal damage until someone is convicted of a crime.

Yet the police are investigating the incident as foul language and criminal damage.
