Do you maybe mean secession? The Constitution needs no new amendment to permit a state to do whatever the constitution does not bar it from doing. The ninth amendment already does that. There's actual precedent on this, called the "Civil war," aka, "The War Between the States,"aka "The Late Unpleasantness" and down where I live "The War of Northern Agression." While bloody ****ing war was waged to prevent secession no actual legal or constitutional case was made against it and there were no significant prosecutions following the war. Not even one charge of treason or even sedition. There is nothing in the constitution that bars a state from leaving the union. And there is not going to be another war waged to prevent it. Ron |
