Change all max speed limits to minimum speed limits. At a stroke, cars
would spend less time on the roads, and there would be less congestion.


What about bottlenecks where the speedy drivers will end up sitting
stationary while still pumping out their nasty pollution?


Absolutely.

We could clear a lot of bottlenecks by abolishing bus-lanes and re-phasing
traffic lights so as to improve junction capacity.

Others could be ameliorated by instituting a proper road-building and
improvement programme.

Funny how the defra website with today's stats on has the pollution
at LOW at 95 sites and MODERATE at 27 sites. High isn't even on the
