Default Can A Frame Be Re-Sized from 60cm to 56cm?

I am contemplating sending a EM Corsa Extra frame to a framebuilder be
taken apart and resized in all the tubes. Is this possible and
practical?

If there's any chrome, that has to go first.
If the top tube length stays the same, it's straightforward.

To change all the angles and dimensions is very expensive.
The time is almost as much as building a frame and you still
have to paint it after. If it has cast BB & lugs, you may
have to replace them as well (pressed lugs being more pliable).

EM bikes in decent shape are marketable. There are EM and lots of
other frames for sale out there, new and used.
Sell it and buy what you want?

yup, try Craig's List

Craig will explain that the wondrous and rare EM Corsa extra Frame has
completely different characyeristics when resized.: a dog.

My experience in trying to get just one tube removed and replaced was
about $200.00 just for the labour.

I think another frame would be cheaper than getting a frame resized.

$200 to $250 usually includes a top tube. That's generally a
quick job on a quality lugged frame. At any rate, a top tube
replacement is still cheaper (less time) than the respray.

( 'just a frame' on craigslist is dirt cheap)

However, if one is motivated to that particular bike, a
clean used copy runs in the middle teens:

I don't get it. Is that like lifting the gas cap and putting a new
car under it?
