Damaging a vehicle, where the damage is not accidental or consented to,
is a criminal offence in almost all circumstances. But there is a
defence against a statutory criminal damage charge, to the effect that

Note that a police officer utilising this power (it isn't limited to
police officers, BTW) is acting judiciously, cautiously and impartially.
He isn't acting out of pique.

Dunno - as a mental health patient I am now in receipt of £400 pm in PIP and our lass gets a carer's allowance - result!
