Indeed, which is why he has also been given a 5 and a half years driving ban as well as being jailed. Had he been cycling on the cycle track instead, there would be no option of a licence ban - he was in charge of a motor vehicle and he also has previous.

Q: What do we call someone who hasn't got, and is not entitled to, a
driving licence?

A: A fully-qualified cyclist. It's all he's qualified for (other than
walking or riding public transport). He has no qualifications at all,
and that's as many as anyone needs to ride a bike.

Why can't you see what he has written for yourself?
Is he in your killfile as well?

The quoted six points handed down to the driver, Cawkwell, was in June 2018 after he was caught driving a car with no licence or insurance and preceeds the illegal motorcyling incident by 2 years.
