Drivers who are caught parking, blocking or driving in the lanes will be fined £100. Record numbers of fines in the capital are expected as a result. Last year, the boroughs issued 5.3 million penalties for parking and bus-lane infringements with a face value of £482million. This figure will be boosted by at least £5 million with the recent introduction of fines for yellow box misuse, and a further ?5million when cycle lane fines come into force next year. The news was welcomed by pro-cycling campaigners. They say motorists who ignore cycle lanes force riders to negotiate an "obstacle course", often with lethal results. Kevin Mayne, of the national cyclists' organisation CTC, said it welcomed the enforcement. He predicted it would encourage more cycling in the capital and benefit all road users. He said: "Poor parking not only contributes to congestion but makes the roads more dangerous for pedestrians and cyclists, including children. Any measures that help encourage even more Londoners to take to their bicycles should be encouraged." But Kevin Delaney, of the RAC Foundation, said: "If the councils are to start fines they should review where the lanes are sited. Some are on parts of the road that are so narrow it is impossible not to stray into them. Councils must also mount an effective publicity campaign first. Most motorists are not aware of what the lanes mean." Nick Lester, Transport and Environment Director for the Association of London Government, which will implement the new system, said: "It makes no sense to have miles of cycle lanes and yet not have them enforced." When the system is in place it will be the first time cyclelane offences have been monitored-Motorists may be caught on camera or by parking attendants. Proceeds will go to the councils and Transport for London. Enforcement of cycle lanes was the responsibility of the police but tackling offenders involves time- consuming court cases. There are two types of cycle lane in London: drivers must keep out of those marked with a solid white line but they can stray into "advisory" lanes marked by a broken white line. |

I thought that mandatory cycle lanes were always backed up with yellow lines like these: http://www.btinternet.com/~simon.mason/J11.JPG and advisory lanes have no yellow lines like this. http://www.btinternet.com/~simon.mason/chants.jpg and are therefore OK to park on, so I can't see what is new about this London scheme; it's just doing people for parking on yellow lines, unless there are cycle lanes with solid white lines and no yellows, which I have not come across. -- Simon M. |

Indeed, but do any cycle lanes marked by a solid white line exist which don't have yellow lines? If not, then there is no clampdown on parking in cycle lanes as such. I *would* be surprised if London was clamping down on parking in unbroken lined cycle lanes, but I don't think they can. -- Simon M. |
