Default those wonderful cyclists

I thought cyclists were immune from being stopped for anything because they
are so safe?

"Between January and November 2010, the Metropolitan Police Service and
City of London Police together issued over 10,500 FPNs to cyclists"

I wonder how many actually got paid?

"139 such collisions (cyclists v. pedestrian) causing injury to a
pedestrian, including 1 fatality" (and these are only the ones that get
reported)

Now I understood that cycles were so light and slow moving that they could
never cause any injury.
