No they are a prosecution cop-out used AFTER a dreadful event. Also
they are not cyclist specific. Drivers should be trained not to kill
in the first place and if they do they should be punished much more
severely than at present. Killing people by whatever means should not
be tolerated.

They are used after a speeding offence.


Minor ones at that. If you are caught only a few mph over the 10% + 2mph
ACPO guidelines, you can elect to go on a course, rather than get a fine
and points. If you are well over the limit, no such option is available
to you.



ISTR that some of these (all/many?) courses are charged to the perp.
They also cost more than the fine but don't come with the points added
on. The choice - expensive schooling and no points or lower cost but
with points.
