Yes. Any derailer made in the last 15 years can handle such a range.

a 26 to 28 change will not make an appreciable difference I'd expect if you
need lower gears you will need to go to 31 or 32 sprocket if not larger.

I am using a 1998 Campagnolo Chorus short cage rear derailleur to
shift a 13-28 cassette with 53-42 chainrings. The B screw is turned
in all the way but the pulley clears the cog and it works just fine.
I am able to run the 42-14 gear combination without the chain becoming
too slack or anything else happening. I think the 42-13 works OK too
but I don't use it. With a 39 chainring, there might be some chain
slack with the 39-14 combination.
