The city of Fremont was going to put a homeless center out in the neighborhoods and it was a hot time in the old City Council. So they decided to put the homeless center behind city hall. That is going to be funny when they have to station cops in the parking lot to prevent car break-ins during City Council meetings.

.... and then they're going to be baffled when people say they did it to themselves. Their intentions were so good!
