Yes, and most cyclists killed by motorists are pedestrians by the time they die. Or offal, often, of course.

Wouldn't that depend on whether the "motorist" was actually in his car at
the exact time of the cyclist's death? He could be comforting the dying
cyclist, giving a statement to the Police or even at home hours or days
later, and therefore a pedestrian.

Surely not, he's paid "Road Tax" after all.
