Here are a couple links mentioning the UCI status as a sanctioned
amateur event with team cars, Robobank, etc.

Checking it out again, what happened was the French HPVers were
invited to this UCI prolog and they made it part of their HPV
championships. So it was both things together as a special event.
Apparently the unfaired bents won a hilly crit the next day as well
and weren't invited back to either event.

The Tour de Seine-et-Marne does not appear in the archives of the UCI road
calendar in 2000, nor in 2001. It first appears on the UCI road calendar
as a Men's Elite 2.6 (the lowest category) race in 2002. Prior to that, it
was an amateur race. Some big name teams (like Rabobank) run development
squads so there were some excellent juniors and U23's who did the race in
those years. Bottom line, Van De Walle's accomplishment shouldn't be
denigrated--but neither should it be inflated. It was not a UCI race.

UCI is mentioned in the contemporary reports on it. Nice to hear that
it's on a web archive as of 2002. I'll go with the idea that riders,
officials and the prolog winner mentioning UCI in connection with it
in 2000 had some basis for doing so. That's all. --JP
