I think, by definition, it can't be.

However, I'm aware of a caveat that "Anyone who deliberately aims for
high public office should be explicitly disallowed from any form of
public office."

Hence, if the corollary is true, then since heather seeks to avoid the
position, she is eligible.

as she is, she's too smart to want to be S.R. of RBR.
