Long story short, a small group of vocal residents got the village
of Barrington Hills (a massively spread out area of horse farms
and massive estates, with lovely, winding roads) to pass a pair of
anti-cyclist ordinances because they didn't like sharing the roads
with cycling clubs on Sunday morning (when bikes outnumber cars by
10-1 or so). An LBS owner (a really nice guy, BTW) and his buddies
were the first to get pinched, but were allowed off without a fine.

The local advocacy groups are working on this, but if the village
board is half as recalcitrant as I fear they are, this will not be
an easy fight to win.
