Default Councillor who slammed 'alarming' cyclists 'caught speeding'

Maybe there was a cyclist travelling at 30mph in front of him. The Highway Code clearly states "Cyclists MUST be overtaken IMMEDIATELY, irrespective of the circumstances." therefore he had 'no choice' but to speed.

Interesting...

So is there an Apple Store app which allows a phone to be used as a
radar-based speed measurement device?

Or does the whole idiotic story hinge around the non-meaning (in this
context) of the word "apparently"?

He seems to be under the illusion that a bicycle and rider travelling at 30mph has *more* momentum than a car and driver illegally moving at 50mph.
