Riding "at" the blue band on most tracks is almost impossible. With practice you might very close, but the design and marking of most tracks is planned to prevent your doing so. Only one design of track in the world can be ridden "at" the blue band without rise and fall between the straights and turns - the V96SG. V96SG has patented the 'zero-bubble' blue band - positioning it high enough on the surface to provide an easily ridable line very extremely close to the certified measurement, with almost no rise and fall between the straights and banking. You are correct in saying the blue band is level, but it is usually painted on the flat non-ridable part of the apron, or at the transition between the apron and banking marking the inner edge of the pole lane. If the pole lane starts at that edge, the lowest ridable line will rise and fall between the banking and straights, and may even come so close to the apron that to hug the inner edge increases the likelyhood of pedal contact with the apron. snip None of this applies at the blue band.
