Yes. It's not specifically illegal.


Presumably, it's not illegal because it isn't dangerous, and it's not
dangerous because the cyclist doesn't need to use both hands on the
handlebars in order to balance upright, steer his vehicle and be able to
brake if necessary. And it must be that it doesn't matter at all that his
attention might be taken up to excess by the telephone conversation.

So one wonders how it can possibly be "dangerous" to use the same device when
seated behind the wheel of a stable motor vehicle.

Just trying to balance things.

I have a comment. Unlike a motorist using a mobile phone, a cyclist
doing so is putting their self at serious risk and is much less
dangerous to others than a motorist.
