Default vuelta brake removal?

The rear brakes on my 1998 Huffy Ironman have the shoes frozen to
the brake, apparently unbreakably

So the question is how to remove the ``Vuelta Europe'' brake

There's a hex bolt that obviously holds the swivelling arm to its
fulcrum. Removing the bolt appears to have no effect, and how the
fulcrum part is removed from the frame isn't obvious (screwed in?
can't tell). There's a brazed on (or something) piece of frame
that holds it.

How does this thing come off? Information is the first choice before
escalating violence.
