Default TDF Once won a prize for..??

An Once rider was presented with a special prize.
Duffield waffled and waffled and got no further than something about
European countries joining the EEC, as if that explained the award !!!
So any ideas??

nice to see Stuart O'Grady get the award for the special centinary
stages.( along with around £20,000 prize money)

Belgium commentators weren't sure either. They thought that maybe it was presented to the best placed rider from one of the new EEC
countries, the ONCE is Tchech.

There are 10 countries that are to join the EU later this year(or next)
which includes Czech, Malta maybe poland i cant remember them all. The
rider with the best time from one of those countries won some 5000 euros,
2nd 3000, 3rd 2000.
