Yes, that's true as well... and so obvious, why didn't I think of it?

And isn't that a very good reason as to why bicycle registration for
cyclists could never work? Responsible cyclists would have their bikes
stolen left right and centre by the drug dealers, thieves, muggers,
thugs and all sorts of idiots who happened to want the use of a
bicycle.

The registered keeper is responsible for naming the rider.

I guess that must be why so few of them have illegal exhausts...
