were clothed as per the Highway Code: hi-viz, helmets etc.

it just happens to be a flood hit village, the Police were called to a
domestic incident, the BMW was to do with that incident, the road where
the crash occurred was not flooded.

officers, whether the (apparently arrested) driver was a police officer
or whether no-one involved in the RTA was a police officer.

that mean that it was a police vehicle? If it were not, why has the IPCC
been informed?

It's a curiously non-informative story, and reads as though the
copy-writer couldn't decide whether it was about cycling, a traffic
incident, a police incident or was flood-related.

No doubt the situation will become clearer in time.

The BMW was related to the incident the Police were called to. The
driver of the BMW was taken to hospital and arrested. I would hazard a
guess that the Police were following the BMW, hence the IPCC.
