Default Custom frame makers

I would like to build a conservative bike with hybrid or mountain
bike handlebars, the shape of Cannondale's Capo frame (an old
fashioned frame design), midway between fat mountain bike tires
and skinny road tires (maybe 36c), and a 26"/66cm or closely
thereabouts frame height. Most factory bikes seem to max out at
59cm or so. Cannondale's Capo has a 63cm frame which might be
my eventual choice but I'd like to get a bit more height if possible
(and my choice of color, too). Frame material can be steel or
aluminum, as titanium or composite is too expensive for my budget.
This is not a mountain bike, just one to ride on concrete trails in the
suburbs. My knees hurt when I ride a too-small bike. Any
recommendations on frame suppliers, especially in California or
Colorado?

I got a custom titanium frame from Habanero because
it was cheaper than any custom steel frame I was aware

Habanero seems to offer good prices for a nice ti frame. There is also
a guy called tom teesdale who offers reasonably priced custom frames.
I would google him.
