3 lane dual carriageway, in the dark. Are cyclists trying to get killed?
You really could not invent something like this, it beggars belief.
A spokesman for Kingston police said: "To cycle down a busy three-lane dual carriageway without lights not only contravenes the Road Traffic Act but, more crucially, makes the cyclist vulnerable to accident and to causing a major accident in which others could then become involved." There is no good reason for cycling or any other non-motorised use to be allowed on such roads. The old London-Portsmouth road still runs through the centres of Kingston, Esher, etc, and is available for use by cyclists (and it's shorter). In the UK, we really need a formal intermediate road classification ("expressway") slotted between All-purpose road and Motorway; one from which pedestrians, cycles, animals, etc, are banned and are clearly understood to be banned. Such a category exists in some other European countries. Candidates for expressway status (my suggestions) include the new-build parts of A1, A2, A3, A5 (eg, at Milton Keynes and Atherstone), A10, A11, A12 (pre-eminently), A13, A14, A20 (Swanley and Cheriton-Dover), A21, A23, A27, A30 and A40. And that's just the bits around London and the SE (if you can call MK and Atherstone the SE). |
